Project overview
Codepixel has designed and developed a web-based information system for a public health institute. The solution supports counseling and testing activities related to HIV, hepatitis, and syphilis.
Background
Introduce your business and what you do there.
I’m the head of the IT department at the Institute for Public Health Montenegro.
The challenge
What challenge were you trying to address with Codepixel?
We needed help with the development of a web-based information system for Voluntary and Confidential Counselling and Testing (VCCT/DPST) services at our institute.
The solution
What was the scope of their involvement?
Codepixel has been responsible for the complete design, development, and initial deployment of our web-based information system. The project has included business analysis, UI/UX design, software development, database implementation, testing, and preparation for production deployment. The system has been developed to support counseling and testing activities related to HIV, hepatitis B, hepatitis C, and syphilis across a national network of counseling centers. Key deliverables have included the design and development of a centralized web application, the development of a secure database for storing counseling and testing records, user authentication and role-based access control, client registration and case management functionalities, recording of counseling sessions, testing activities, and test results, reporting and statistical export capabilities, implementation of security and privacy controls appropriate for sensitive public health data, preparation of technical documentation and user guidance, and deployment support and transition to production infrastructure.
What is the team composition?
We’ve worked with 2–5 teammates from Codepixel.
How did you come to work with Codepixel?
We found them through a public tender. We chose them because they had high ratings, their pricing fit our budget, and they offered good value for the cost.
How much have you invested with them?
We’ve spent around $20,000.
What is the status of this engagement?
We started working together in February 2026, and the engagement is ongoing.
Results
What evidence can you share that demonstrates the impact of the engagement?
Although the system is currently in the implementation phase, several measurable outcomes already demonstrate the project's success. The project has been delivered according to the agreed timeline, with the beta version available for testing within the planned schedule. A centralized national platform has been established to replace fragmented and largely manual data collection processes across DPST counseling centers. The system has standardized data collection and reporting procedures across all participating counseling centers, improving data consistency and quality. Healthcare professionals have been able to validate real-world workflows through testing and provide feedback before the production rollout. The platform has introduced structured electronic records for counseling and testing activities, reducing reliance on spreadsheets and paper-based processes. The project has created the technical foundation for national-level monitoring, reporting, and future analytics related to HIV, hepatitis B, hepatitis C, and syphilis testing services. Our institute has gained full access to the source code and technical assets, ensuring the long-term sustainability and maintainability of the solution. From a strategic perspective, the most important outcome is that Montenegro now has a dedicated digital platform capable of supporting standardized, secure, and scalable management of DPST services nationwide, which was not previously available.
How did Codepixel perform from a project management standpoint?
Codepixel has delivered before deadlines. We communicate via in-person meetings, emails, and messaging apps.
What did you find most impressive about them?
What has impressed me most about working with Codepixel is how quickly their team has understood the business domain and the specific needs of the project. This hasn't been a typical software project. The system has had to support highly specialized public health workflows related to HIV, hepatitis B, hepatitis C, and syphilis counseling and testing, including confidentiality requirements, epidemiological reporting, and operational procedures used by healthcare professionals. Despite the complexity of the subject matter, the Codepixel team has been able to grasp the requirements very quickly and translate them into practical software solutions. They've asked the right questions, understood the underlying business processes, and have been able to propose improvements rather than simply implementing requirements verbatim. This has significantly reduced the time needed for knowledge transfer and has allowed the project to move efficiently from planning and design into development. I've also been impressed by their responsiveness and willingness to adapt as requirements have evolved. Throughout the project, they've maintained a collaborative approach and demonstrated a strong understanding of both the technical and operational aspects of the solution.
Are there any areas they could improve?
Everything has been fine.
Results & feedback
Codepixel has delivered a functional solution within the agreed timeline, enabling the client to reduce their reliance on spreadsheets and paper-based processes. The team has quickly understood the project's requirements and proposed the necessary improvements.
